The United States President’s Emergency Plan for AIDS Relief (PEPFAR) has, and continues to, play a critical role in South Africa’s response to HIV and AIDS. It produces country operational plans (or COPs) that determines how PEPFAR funds will be invested in countries. In recent years civil society organisations have been engaging more and more with the COP process – producing what is referred to as a “People’s COP”.
